powercreep is here already.
re-balancing and changing primary attributes is just poor imo, PVE balance is a moot point now anyways and introducing a Skill rote a la magic would render pvp more dynamic.
nothing wrong with the MTG system it works yes you can spend more but...you dont HAVE to.
sadly changes like this would really touch on what some people think GW is our should be...expect hostile contact and heavy resistance.
the "majority" does not know what would be good for them (as always).

you fail.
in MTG they come in blocks, and in each block the cards in that block are tailored around being balanced for that block. This wouldn't work in GW unless Anet made C1/C2/maybe C3 skills not allowed in PvP and only the skill packs, which would be LOL.
hey you have mending....you could get Restful Breeze but you dont HAVE to. (just dont expect to have a good heal w/o it).
hey you have sever artery...you could have Barbarous Slice but you dont HAVE to. (just enjoy a crappier skill)
the fact of the matter is GW is already running blocks. Each chapter is a block. Look at NF, it introduced more enchants and shouts and introduced real enchant and shout hate. Try shutting down shouts without Nightfall skills.

I'm all for PvE skill packs, though. I agree, the balancing of current skills for PvP is much more needed than adding more skills, but I don't see any issues with slapping in some new skills, like what was done with the Sunspear and Kurzick/Luxon skills. That would make great packs for purchase, and would require less balancing and attention.
Remember, Prophecies needs some PvE-only skills.... hint, hint.
Another idea could be a new form of PvP where people can choose what chapters they want to be fighting with. Or perhaps the chapters rotate, like for two hours, battles will use Proph + Core, then the next two hours Factions + Core, etc. It can be in the style of GvG. I'm sure this has probably been mentioned before, but I support that fully.

do you even know what you are talking about?
MTG blocks enjoy a 2 year (Standard) life cycle after which they rote out into Extended and THEN into Legacy formats. in casual play people use cards from ALL blocks because its for fun, competitive play restricts what blocks you can use and thus keeps it BALANCED.
i did mention separating PVE and PVP but clearly YOU fail at either reading or basic comprehension.
yes do dont HAVE to use barbarous over sever, you can finish the game just fine without barbarous same goes for restful or any other skill.
Some skills will be better, some worse it depends. The only issue is jackasses DEMANDING particular builds or skills in PUGS but they can be avoided now.
as for NF skills wth are you on about, shout hate? WHAT shout hate? in PVE its non existant and if you're fighting NF type monsters then surely you have access to said skills anyways. in PVP it seems that bringing counters to a situation is beyond the grasp of most players and usually results in "rebalancing" and nerfs game wide.
Come back when you know what you are talking about, you might come across as less baka.

I was talking about PvP, which btw the OP made no mention about PvE skills so I have no clue where the last couple got that. He was talking about both game types. Also people dont take shout hate in PvP because they're too situational for their cost/activation time/recharge time/effect. no one wants to take well of silence or cacophony because they cost a lot, have a high AT, have a high RT, and if you don't face any other players with shouts, congrats, your useless. now mesmer 'Power' skills are how shout hate should be done. they have a high cost/at/rt yes, but they aren't strictly shout hate so they see play because the chances of facing a spellcaster is near 100% and so you RARELY EVER have 1 skill slot entirely useless. Why do you think "Can't Touch This!" doesn't see play? It's TOO situational for its effect.

Sort out the existing skills and unused elites.
I have personally managed to ask both Gaile and Izzy in the game (Gaile in an outpost, got Izzy on my RA team) To sort out ununsed, crap elite skills like The Power Is Your's, Withdraw Hexes and Mirror of Ice. Gaile actually said it was a good idea to sort out the skills, just like she said donkey's ago that its a good idea to buff henchmen skillbars.
We get a skill update and they dont get changed? Why?
Anet fail, and keep on failing, and fail more and more, and not so clever people have the nerve to keep asking for new skills.

I agree to add skill bonus packs to non-core professions. (especially are Dervish and Paragon, they have the fewest skills among non-core professions)
But, if you want to add more skills on six core professions......dont do it..plz...
However, if Anet just buff or rework those junk existing skills, I would be very happy enough.

He refers to MTG, I respond to the MTG part as well. If you actually knew anything about MTG then you would know how blocks work and how comp play works. Why comment on something you know nothing about?

thats what i said....there is no shout hate. YOU brought up shout hate for some reason.
having to change how a skill works over and over due to metagame is simply bad skill design.
its impossible to EVER "fix" the game like that its a never ending loop.

Please, don't flame, everyone.
I agree with DarkNecrid with the situational *prefix*-hate skills, crack armor, shouts, stances and forms lacks counters just because it is not as widely incorporated in the core game mechanics like enchants and hexes. If we can bring up the importance of those new contents and generalize it more, I think we would see a lot more variations of builds and makes the pvp environment more interesting.
I also agree with Sleeper Service regarding on how MTG blocks (their content delivery system) works, I don't know if this could be or would be done in GW, as I see both benefits as well as drawbacks.

all they ahve to do is make Shouthate stuff work on spells as well, like have Well of Silence shut down Spells. As for Stancehate, its not that bad. There is very effective and somewhat useful stuff atm anyways. Cracked Armor will never be good no matter what anyways. Its mostly Shouthate, tbh.
